3Add garlic, onion flakes, salt, and pepper. Whisk over medium heat for 3–4 minutes until sauce coats the back of a spoon. Stir in 2 cups of cheese until melted.
4Layer half the potatoes in the dish, overlapping slightly. Pour half the cheese sauce over them. Add remaining potatoes, then remaining sauce.
5Sprinkle the remaining 1 cup of cheese over the top. Cover tightly with foil.
6Bake covered 30 minutes, then uncover and bake 30 more minutes until top is golden and a fork slides through the potatoes easily. Rest 10 minutes before serving.
